Hallie Shoffner

Shoffner grew up around rice, soybeans, corn, cotton and wheat on her family's Arkansas Delta farm.

Biography

Hallie Shoffner says she made six different spreadsheets to examine the family farm’s finances and could not find a profitable scenario.1 She closed the farming operation in 2025 after nine years running it.23 A mother of a young son, she grew up in the Arkansas Delta community of Shoffner, working alongside her farmer parents.3

She studied literature at Vanderbilt and earned a Master of Public Service at the Clinton School.4 Her earlier work included a North Little Rock nonprofit serving the Hispanic community.5 In 2016, she returned to the family business, SFR Seed, which her parents had started as a soybean and rice research farm.5

Her farming work included cover crops and reducing tillage, practices she discussed publicly as ways to improve soil and respond to climate pressures.5 She also founded Delta Harvest, a business connecting smaller farmers, including specialty rice growers, with food buyers.1 Her community service includes a seat on the Arkansas Foodbank board.3

Against Republican Senator Tom Cotton, Shoffner proposes tax cuts for working families and restoring Medicaid funding.62 She supports more crop variety, regional food production, telehealth investment and higher Medicaid reimbursements.7 Cotton backed the 2025 tax and spending law that reduces Medicaid spending, making health coverage a substantive difference between their approaches.2
