Her mother left school at thirteen to work; Joyce left the University of Central Florida before completing her degree.1 Joyce worked in childcare, her uncle's shoe store and a university research lab, advancing from receptionist to administrator.2
Joyce founded the Society Library, a nonprofit developing research tools for public access to government information.1 In 2023, she helped lead an Ottawa workshop for government officials about using AI to make public records more accessible and support policy work.3 The session addressed document organization, public input and the possibilities of using technology in government services.3
Her proposed MAD Act would impose AI safeguards, limits on surveillance and stronger political money disclosure; it is her campaign's proposed legislation.2 She also supports affordable healthcare and housing, stronger public services and higher teacher pay.1 Joyce and incumbent Lateefah Simon, both Democrats, are the November finalists.2
