Biography

Jacqui Irwin spent her college years studying systems engineering and competing in national swimming championships. She was an All American at UC San Diego and qualified for nationals in each of her four years.1 She and her husband, Jon, raised three children in Thousand Oaks.1

Her engineering career included Teledyne Systems and Johns Hopkins University's Applied Physics Laboratory.2 She moved into public service on the Thousand Oaks council, became mayor and won election to California's Assembly in 2014.1

Her legislative work has included cybersecurity, college access and veterans' mental health. She authored measures creating tax advantaged savings accounts for people with disabilities and strengthening gun violence restraining orders after the Borderline shooting in Thousand Oaks. Her campaign also points to funding for CSU Channel Islands engineering and local transportation and water projects.1

Irwin emphasizes public safety, job creation, renewable energy and protecting consumers, including children whose identities or online information may be misused. She has held leadership roles on cybersecurity and climate policy and previously chaired the Assembly's military and veterans committee.1 The Democrat is seeking California's Twenty Sixth District House seat against Republican Sam Gallucci, bringing a combination of engineering and local and state government experience to the campaign.3

Record and controversies

Privacy legislation and family business ties

CalMatters reported criticism of Irwin's 2019 privacy legislation as weakening California's consumer privacy protections while her husband was chief operating officer of Amazon's Ring, a company regulated by that law.2 In its 2024 interview, Irwin said she complied with state ethics disclosures and that family investments did not guide her decisions. The report also described technology companies opposing her newer AI disclosure proposal.2 This is reported criticism about potential conflicts; no official finding of an unlawful conflict was verified here.
