Biography

Josh Riley grew up in Endicott, where generations of his family made shoes and boots at Endicott-Johnson and circuit boards at IBM.1 His mother worked in law enforcement, and his father and earlier generations worked in the local factories.2 He and his wife, Monica, live in Ithaca with their two sons.1

Riley graduated from Union-Endicott High School, earned a bachelor's degree at William and Mary in 2003 and a Harvard law degree in 2007.3 His earlier work included the U.S. Labor Department and a clerkship with the federal Ninth Circuit appeals court.3

At Boies Schiller, he worked on a class action seeking better medical access for Florida children eligible for Medicaid.4 A federal judge approved a settlement in 2016.56 He also served on Senator Al Franken's staff from 2011 through 2014, working on the Judiciary Committee and efforts to expand addiction treatment.31

Riley entered Congress in January 2025 and now faces Republican state Senator Peter Oberacker.37 His current agenda includes support for rural hospitals, a ban on congressional stock trading, congressional term limits and legislation requiring data centers to bear their own electricity infrastructure costs.7 He also calls for rebuilding manufacturing, cutting taxes and protecting Social Security and Medicare, alongside campaign finance changes intended to reduce corporate influence.1

Record and controversies

Fellowship complaint dismissed

In March 2025, the FEC voted four to zero to dismiss allegations that fellowship payments to Riley and other recipients were prohibited corporate contributions.8 Its approved analysis concluded the recipients were not federal candidates during the program and found no information contradicting accounts of genuine policy work rather than election influence.9 The file closed in April 2025.9
