Biography

Richard Pan volunteers as a pediatrician at Sacramento County's Primary Care Clinic, treating children and young people covered by California's Medicaid program or without insurance.1 The son of Taiwanese immigrants, he grew up in Pittsburgh and later moved to Sacramento with his wife, a dentist, to join the UC Davis faculty.2 The couple have raised two sons and have also run a dental practice.2

Pan earned a bachelor's in biophysics at Johns Hopkins, a medical degree at Pittsburgh and a master's in public health at Harvard.1 At UC Davis, he directed the pediatric residency program and created a curriculum connecting medical training with community service.1 He also helped found Healthy Kids, Healthy Future, a local effort to expand children's health coverage.1

First elected to the Assembly in 2010 and the Senate in 2014, Pan chaired both chambers' health committees.21 His legislative work included advocating stronger school vaccination requirements, expanded newborn screening and gun violence research.1 He now serves on California's Health Care Affordability Board.1

His congressional platform calls for protecting the Affordable Care Act and Medicare, lowering prescription costs and defending science in federal health policy.3 He supports federal abortion protections, universal background checks and a path to citizenship for immigrants.3 His November opponent is independent incumbent Kevin Kiley, who is listed on the ballot with no party preference.45
